I sent an email to the GP Water Department manager regarding the hosing down of carports/driveways with water running down the street and here is what he had to say:
At this time we are in “Stage one” of our drought contingency plan. This stage is in effect at all times. If additional restrictions we would move into Stages two and/or three. A public notice would be broadcast informing our residents of such a move.
In Stage One you can use hand held hoses at any time. However, you cannot allow the water to run off your property. If water runs off your property from driveways and carports it could carry wastes such as oil and debris which could pollute the environment. Therefore, runoff water is a violation of the Stormwater Prevention Ordinance and there are fines for these violations.
Below are the current restrictions that are always in effect.
No watering between 10 a.m. and 6 p.m.
No watering on Wednesday, Saturday or Sunday.
Even numbered addresses may water on Mondays and Thursdays.
Odd numbered addresses may water on Tuesday and Fridays.
When watering, a constant stream of water should not be allowed to flow into the street drainage.
Watering during precipitation is prohibited. Rain sensors are required on newer watering systems.
Report Water Restriction Violations During Regular Business Hours: 972-237-8296
Report Water Restriction Violations After Hours:

Water runoff also includes washing cars under your carport and allowing water to run down the street and/or into the storm drains.
At the rate the water bill keeps going up, we may have to raise dues again to cover it. The current monthly water bill is over $33,000.00. Please remember all 416 homeowners here pay the water bill, but only a small number of them allow runoff to occur.
We will be distributing a flyer next week to all properties that detail these restrictions in place by the city of GP.
We have a large item pickup scheduled as follows:
West Side Only – April 18
East Side Only – April 25
We will NOT pick up Hazardous Waste (as classified by the City of GP) including, but not limited to:
